The Department of Defence has officially tabled its Strategic Plan for 2025–2030, marking a critical shift “from strategy to execution” as it moves forward with the South African National Defence Force (SANDF) Long-Term Capability Development Plan—known as the “Journey to Greatness” Plan.
At the heart of this vision lies the Border Safeguarding Optimisation Plan (BSOP), which aims to secure the nation’s land, air, and maritime borders, strengthen homeland defence, and enhance disaster relief capabilities. Central to the strategy is the development of a Rapid Deployment Capability (RDC), a multidimensional joint force ready to respond to internal and external threats across all operational environments.
The plan also notes the integration of Denel into the Department of Defence, recognising both its potential and challenges. In response to persistent budget constraints that have affected defence readiness, the Department is engaging key stakeholders in pursuit of a sustainable funding baseline of 1.5% of GDP.
Technological advancements are also prioritised, with efforts underway to modernise ageing prime mission equipment, enhance cybersecurity, and develop indigenous innovations—such as the mobile Multi-Role Surveillance Radar for the Air Force and the Hostile Firing Indicator on the Agusta A109 platform.
The Strategic Plan also provides detailed initiatives under the BSOP, including the use of UAVs, enhanced surveillance systems, and upgraded border infrastructure.
