Egypt’s Mandatory Air Cargo ACI Rollout and Temporary Fee Reduction

Egypt has launched mandatory air cargo ACI requirements from January 2026, alongside a six-month reduction in automation and electronic service fees.

Egypt’s Minister of Finance, Ahmed Kouchouk, recently announced a temporary reduction in automation and electronic service fees for incoming air cargo shipments, coinciding with the mandatory rollout of the Advance Cargo Information (ACI) system for air freight.

Under the decision, USD 80 has been reduced from the fees charged for automation procedures, verification of commercial document data submitted through the electronic platform, and related electronic services. As a result, the total cost per incoming air shipment has been reduced to USD 95 for a six-month period, effective from 1 January 2026.

The measure comes as Egypt begins the mandatory application of the ACI system for air cargo shipments, following a proposal submitted by Ahmed Amawi, Head of the Customs Authority. The ACI framework requires advance submission of cargo information prior to shipment, enabling enhanced risk management and regulatory oversight.

The Minister stated that the Ministry of Finance remains committed to engaging with business community partners through a high degree of flexibility and simplified procedures, while continuing to strengthen governance across customs and trade processes.

He further noted that the ACI system is a key tool in reinforcing governance within the Egyptian market, ensuring the entry of high-quality and standards-compliant goods, and promoting fair competition. According to the Ministry, these measures are intended to support citizens while strengthening national industry and improving the overall efficiency of air cargo operations.
