Gabon Civil Aviation Agency Appoints New Directors

The official handover and installation ceremony for the new directors of the National Civil Aviation Agency (ANAC) took place in the agency’s conference room, following resolutions adopted by the Board of Directors on 14 August.

The appointments ratified by the Board of Directors were as follows:

  1. Mrs Aïcha Ibrahime Mpouh (Security Inspector and ICAO auditor), Director of Security and Facilitation.
  2. Mr Alphonse Ndjoundou Ngary (Airfield Inspector), Director of Regional Delegations.
  3. Mr Georges Renaud Maxime Moubamou Malekou (Pilot, Air Operations Inspector), Director of Air Operations.
  4. Mr Davy Ralph Asseko Obiang (Legal Economist and Statistician), Director of Air Transport, a new directorate established by the revised statutes.

The ceremony, chaired by Mr Camille Makoumbou, Director of Airworthiness, mandated by the Director General, was marked by the symbolic handovers of service:

  1. Between Mr Romuald Peggy’s Soungou and Mrs Aïcha Ibrahime Mpouh at the Directorate of Security and Facilitation.
  2. Between Mr Pascal Truffault Igouwe and Mr Alphonse Ndjoundou Ngary at the Directorate of Regional Delegations.

Mr Georges Renaud Maxime Moubamou Malekou was officially installed as Director of Air Operations, and Mr Davy Ralph Asseko Obiang as the first Director of Air Transport.

The statutory reforms adopted in March 2025 aim to provide ANAC with a modern legal and organisational framework, aligned with ICAO standards. One of the major developments is the establishment of the Air Transport Directorate, with responsibilities including economic regulation, carrier supervision, and support for the national sector development policy. This reflects the Gabonese government’s objective to promote safe, secure, sustainable, and competitive air transport in line with the country’s strategic ambitions.

These appointments form part of a broader dynamic of internal reorganisation. The revised statutes provide for the creation and implementation of additional strategic departments and units, including:

  1. Air Navigation Department.
  2. Human Resources Department.
  3. Environment Unit.
  4. Cybersecurity Unit.

These entities will strengthen ANAC’s organisational architecture and enhance its capacity to regulate, anticipate, and adapt to current and future challenges in civil aviation.
