The Kenya Civil Aviation Authority (KCAA) has officially awarded a contract to M/s Seabury Solutions of the Netherlands to automate services provided by the Directorate of Aviation Safety, Security, and Regulation (ASSR), marking a transformative milestone in Kenya’s aviation oversight and service delivery capabilities.
The contract, competitively tendered through an international process, is scheduled for full implementation within 18 months. This automation initiative forms a key pillar of KCAA’s broader digital transformation and regulatory modernisation strategy and aligns fully with the International Civil Aviation Organisation (ICAO’s) global best practices.
Under the agreement, Seabury Solutions will deploy its flagship eAuthority System, a comprehensive aviation oversight platform already operational or in implementation across Civil Aviation Authorities in Argentina, Venezuela, Mauritius, Germany, and Oman. The scope of the engagement includes software development and customisation, hardware supply and commissioning, technical and operational staff training, and the rollout of a robust change management program.
The eAuthority System will automate a wide range of critical ASSR functions, including Personnel Licensing, Flight Operations, Airworthiness, Aviation Security, State Safety Program and others. The automation will strengthen service delivery by improving data integrity, reducing manual processes, streamlining workflows, and enhancing the visibility of safety and compliance indicators.

The signing ceremony was witnessed by PS Mohamed Daghar and Kenya’s Ambassador to Qatar, H.E. Amb. Boniface Muhatia Nur. Their presence underscored the national significance of the initiative and the importance of international collaboration in strengthening Kenya’s aviation framework.
The automation approach involves the deployment of cutting-edge software tailored to KCAA’s specific operational needs, supported by a comprehensive hardware infrastructure to ensure a seamless and resilient implementation.
