The Liberia Airport Authority (LAA) has launched an international call for bids inviting private investors to participate in the rehabilitation, development, and management of five domestic airports under a Public-Private Partnership (PPP) framework. The initiative, announced on 15 October 2025, forms part of a ten-year Build-Operate-Transfer (BOT) programme designed to strengthen Liberia’s domestic and regional aviation capacity.
Five-Airport Development Programme
The tender covers James Spriggs Payne Airport (Monrovia), Harper Airport (Maryland County), Greenville Airport (Sinoe County), Zwedru Airport (Grand Gedeh County), and Voinjama Airport (Lofa County).
Under the proposed BOT structure, the selected private partner will finance, design, construct, equip, and manage each facility for the ten-year period. The investment will also include the launch of a new domestic and regional airline operation, to be implemented at no direct cost to the government, with revenues from airport and airline operations used to recover capital expenditure.
James Spriggs Payne Airport (JSPA), Monrovia
The project includes rehabilitation of the runway, including turning pads at both ends in line with ICAO standards, and concrete rehabilitation of the tarmac. Runway and tarmac markings will be applied to ICAO specifications.
Upgrades will also cover the procurement and installation of new air traffic control tower equipment, firefighting and rescue apparatus, aviation security and operational systems such as baggage scanners, CCTV, and communications. The existing terminal building will be modified to meet regional travel and security requirements, while perimeter fencing and both airside and landside signage will be completed.
Harper, Greenville, Zwedru, and Voinjama Airports
At Harper Airport, works will include the construction of a new terminal and the pavement of runways and ramps. Existing terminals at Greenville, Zwedru, and Voinjama will undergo rehabilitation, with all four airports to receive new perimeter fencing using chain-link and concrete pillars to comply with aviation security standards.
Procurement and Contractual Framework
The contract is set to be executed as a PPP Investment Agreement under the BOT model. The selected bidder will fund the full infrastructure investment upfront and will be required to launch and operate the airline as part of the concession terms. At the end of the ten-year period, all improved facilities and operations will revert to government ownership through the Liberia Airport Authority.
