Nigeria Civil Aviation Authority introduces Charter Operations System to enhance oversight, transparency and compliance in charter flight operations.

The Nigeria Civil Aviation Authority (NCAA), on 25 February 2026, hosted Avitech at its corporate headquarters in Abuja for a strategic presentation on the proposed Charter Operations System (COS).

The meeting focused on introducing a technology-driven solution designed to enhance the management and monitoring of charter flight operations across Nigeria.

The Charter Operations System (COS) is a centralised digital platform developed to streamline and modernise charter flight administration nationwide. It is structured to provide real-time monitoring of charter flight operations, establish a centralised database for operators and regulators, automate invoicing and billing processes, facilitate automatic computation of the statutory five per cent Charter Sales Charge, and improve regulatory oversight, transparency and operational efficiency.

The implementation of the COS will significantly improve productivity within the directorate while ensuring compliance with regulatory requirements. It will foster transparency and keep all stakeholders properly informed of operational activities within the charter segment of the aviation industry.

A broader stakeholder engagement session will be organised by the Directorate of Air Transport and Regulation (DATR) to provide an opportunity to educate operators and other relevant industry stakeholders on the new system, ensuring smooth adoption and effective implementation.
