Rwanda Issues Tender for Construction of Aviation Skills Centre Infrastructure at Kigali International Airport

Rwanda has issued an international tender for academic blocks and an aircraft hangar at Kigali International Airport, supporting the Centre of Excellence for Aviation Skills with AfDB and OPEC Fund financing.

The Government of Rwanda, through the Rwanda Development Board (RDB), has issued an international tender for the construction of key infrastructure for the Centre of Excellence for Aviation Skills at Kigali International Airport.

The procurement notice, issued on 30 March 2026, calls for bids for the construction of academic blocks and an aircraft hangar as part of the broader aviation training initiative.

The project is being financed by the African Development Bank, with co-financing from the OPEC Fund for International Development. While the African Development Bank will support the construction of the academic facilities and hangar, the OPEC Fund will fully finance the development of a leisure centre within the same programme.

The tender is being conducted under Open Competitive Bidding (International) procedures, in line with the African Development Bank’s Procurement Framework, and is open to eligible bidders globally.

The development of the Centre of Excellence for Aviation Skills forms part of Rwanda’s broader efforts to strengthen aviation capacity, skills development, and infrastructure linked to Kigali International Airport.
