South Africa’s Transport Department Seeks to Appoint Consultant to Advise Regulating Committee on ACSA and ATNS Tariff Permissions (2026/27–2030/31)

The Department of Transport has issued a tender for “the appointment of a service provider/consultant to advise the Regulating Committee in the issuance of 2026/27–2030/31 Permissions to levy airport and air traffic service charges for Airports Company South Africa (ACSA) and Air Traffic and Navigation Services (ATNS) for a period of twelve (12) months.”

These Permissions will determine the tariffs both entities may charge users of their services and infrastructure, including landing fees, parking fees, passenger service charges, and various air navigation service charges. The process aims to balance user protection from monopoly pricing with the need for financial viability and investment returns for both ACSA and ATNS.

Responsibilities will include benchmarking ACSA and ATNS against comparable international service providers, calculating correction factors for tariff recovery deviations, and applying regulatory tools such as the CPI-X pricing formula and Weighted Average Cost of Capital (WACC) methodology.

This advisory role is critical to ensure that the next round of Permissions supports efficient, transparent, and economically justified pricing structures aligned with South Africa’s regulatory frameworks and international best practices in civil aviation.
