At the 2025 Land-Linked Zambia Conference, a Bilateral Air Services Agreement was signed between the Government of the Republic of Zambia and the Government of the Republic of Angola, marking a significant milestone for regional aviation cooperation.
The agreement, signed by Hon. Frank Tayali, Zambia’s Minister of Transport and Logistics, and Hon. Ricardo Viegas D’Abreu, Angola’s Minister of Transport, sets the framework for enhanced air connectivity between the two countries. It regulates and facilitates international air travel by outlining operational rights, safety standards, and regulatory alignment between the two nations.
Key elements of the agreement include:
- The designation of national carriers from both countries authorised to operate international routes.
- The definition of routes, frequencies, and traffic rights, including fifth freedom rights in line with the Yamoussoukro Decision, promoting liberalised intra-African air travel.
- Mutual recognition of certificates of airworthiness, competency, and licences, ensuring seamless regulatory cooperation.
- A joint commitment to maintaining international aviation safety and security standards.

This agreement not only strengthens bilateral ties but also supports the broader Single African Air Transport Market (SAATM) agenda by facilitating the free movement of passengers and cargo between Angola and Zambia. It is expected to boost trade, tourism, and economic integration in the region.
The air services agreement was signed alongside an intergovernmental agreement on the Zambia–Lobito Railway Project, reinforcing a multi-modal approach to regional connectivity.
