South Africa’s Transport Department Moves to Modernise Aviation Licensing

The Department of Transport (DoT) in South Africa has issued a tender seeking a service provider to develop, implement, and maintain a new Aviation Licensing System over a 36-month period. The initiative forms part of the department’s broader digital transformation strategy aimed at improving service delivery and regulatory efficiency in the aviation sector.

Currently, licensing processes for both domestic and international air services are handled manually, posing challenges such as administrative delays, data security risks, and inefficient document management. The department has identified the urgent need for a centralised, automated system to streamline workflows, ensure compliance with regulatory standards—including the Protection of Personal Information Act (POPIA)—and facilitate faster, more secure application handling.

The envisioned system will allow for global online access to application portals, automate licence and permit workflows, enforce access controls, and generate comprehensive audit trails and analytics dashboards. Applicants and administrators will benefit from a user-friendly interface with real-time updates on application status, supporting improved decision-making and regulatory oversight.

This development is aligned with South Africa’s commitment to fostering a safe, secure, and economically viable air transport industry that adheres to international standards while boosting national connectivity and trade.
