Nigerian Aviation Ministry Launches 1Gov ECMS to Digitise Operations and Cut Paper-Based Costs

Nigeria’s Ministry of Aviation has launched the 1Gov ECMS to replace paper-based workflows, cut costs and digitise aviation administration nationwide.

Nigeria’s Federal Ministry of Aviation and Aerospace Development has officially launched the One Government Enterprise Content Management System (1Gov ECMS), marking the Ministry’s formal transition to a paperless operational system.

The system was launched on 18 December 2025 at the Ministry’s headquarters in Abuja by the Honourable Minister of Aviation and Aerospace Development, Festus Keyamo. The launch forms part of the Federal Government’s wider drive to digitise public service operations.

Speaking at the event, the Minister said the aviation sector’s nationwide footprint, with offices and agencies located at airports across the country, had previously required the frequent physical movement of files between airports, zonal offices, Lagos and Abuja for approvals. He disclosed that in 2023 alone, the Ministry spent over N500 million on flight tickets and related logistics solely for the movement of physical files.

According to the Minister, the introduction of the 1Gov ECMS is intended to eliminate manual bottlenecks, end the practice of searching for missing files, shorten approval cycles, and improve service delivery across all Departments and Agencies under the Ministry. He stated that the system would reduce costs while improving efficiency, time management and the integrity of government processes.

The Minister also highlighted the role of the platform in protecting Nigeria’s digital sovereignty. The 1Gov ECMS is a government-owned system powered by Galaxy Backbone Limited and hosted on national infrastructure. He noted that this approach safeguards sensitive government data from foreign vendor dependency and external security risks. The platform also includes a secure video conferencing feature to reduce reliance on foreign platforms for official engagements.

The Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, described the launch as a deliberate step towards reducing paper usage, improving operational speed and ensuring seamless access to official records within the Ministry. She noted that the aviation sector plays a critical role in national connectivity, trade, tourism, security and technological development, all of which require accuracy and timeliness.

She said the launch positions the Ministry to comply with the Federal Government’s directive for full digitalisation of work processes by 31 December 2025, in line with Pillar Five of the Federal Civil Service Strategy and Implementation Plan 2021–2025. She added that the initiative aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu, which prioritises an efficient, accountable and digitally enabled public service.

Following the launch, all official correspondence within the Ministry will now be routed electronically through designated registry email addresses, signalling the end of paper-based processing. Agencies under the Ministry are expected to be onboarded onto the system in due course.

The Permanent Secretary of the Ministry, Dr Yakubu Adam Kofarmata, described the launch as a major milestone in the Federal Government’s drive towards a fully automated and accountable public service, with the aviation sector taking a leading role.
