In September 2024, the African Development Bank announced that the Government of Rwanda (GoR) had secured financing from the African Development Fund (ADF) for the Supervision Consultancy Services for the Construction of an Academic Block and Aircraft Hangar at Kigali International Airport. Part of this grant is allocated to payments under the contract for supervision services related to the construction of the Centre of Excellence for Aviation Skills. Consequently, an updated expression of interest was issued for consulting services for the project.
The services under this project include supervising the construction works to ensure the Centre of Excellence for Aviation Skills is equipped with state-of-the-art, sustainable, and climate-responsive features. The supervision period is expected to last 20 months after the contract is signed, with an additional project liability period of no less than 12 months.

The works contract includes the following components:
- Construction of Academic Block 1
- Facilities: Classrooms, aircraft maintenance workshops, flight simulator rooms, technicians’ simulator rooms, briefing rooms, cabin crew training workshops, CBT rooms, exam rooms, digital electronics labs, conference rooms, and post-flight rooms.
- Additional Spaces: Library, operations room, control room, cafeteria/dining area, office spaces, lobby, and kitchen.
- Construction of Hangar, Stores, and Office Complex
- Hangar: For engineer practical training and school aircraft maintenance.
- Additional Facilities: A taxiway connecting the hangar to the main runway, storage space for nine helicopters or training aircraft, and eight aircraft parking spaces in the apron area.
- Complementary Spaces: Conference room, reception area, and library.
The Rwanda Development Board invited eligible consultants to express interest in providing these services. The tender closed on 16 October 2024.
