Cape Verde Authorises Sovereign Guarantee for ATR 72-600 Lease

Cape Verde’s Council of Ministers has authorised the Directorate-General of the Treasury (Direção Geral do Tesouro) to grant a sovereign guarantee, in the form of a State endorsement (aval), of up to US$3.7 million to Linhas Aéreas de Cabo Verde (LACV) for the operating lease of one ATR 72-600, manufacturer serial number (MSN) 1829, from AVAP Leasing (Atlantic) Pte. Ltd. Resolução n.º 110/2026 was approved on 29 September 2026, published in Boletim Oficial n.º 107 on 30 September and entered into force immediately.

The State endorsement runs for eight years from the date of its issue, while the Aircraft Lease Agreement for the aircraft has a term of 144 months, or 12 years. Any extension or change to the term of the endorsement requires authorisation under the applicable law. The resolution records that LACV has completed negotiations with the lessor, that the operation depends on a State guarantee covering LACV’s obligations to AVAP Leasing (Atlantic) under the terms of the draft Guarantee, and that the aircraft will join the LACV fleet gradually and in phases.

The guarantee for MSN 1829 is the first phase of the operation. A second phase covers a guarantee for a further ATR 72-600, MSN 1830, which the resolution places at the start of 2027 and which will need its own authorisation under the law.

LACV is wholly owned by the State of Cape Verde and was set up to provide inter-island air connectivity, and the airline trades as CVsky. The new resolution follows two earlier ones covering a pair of ATR 72-600s leased from TrueNoord Yamuna Limited, MSN 1512 and 1514. Resolução n.º 135/2025 of 3 December 2025 changed the beneficiary of the guarantees for those aircraft from TACV to LACV, at US$5.5 million per aircraft over eight years. Resolução n.º 88/2026 of 10 June 2026 then authorised two guarantees of US$3 million each, US$6 million in total, valid from 10 July 2026 to 9 July 2027 for MSN 1512 and from 12 September 2026 to 11 September 2027 for MSN 1514.
