On 24 August 2026, Namibia Airports Company (NAC) invited Namibian-owned and registered companies to submit proposals for the supply of aviation fuel and aircraft refuelling services at Walvis Bay International Airport, Lüderitz Airport and Katima Mulilo Airport. The procurement covers the supply of Jet A-1 and Avgas, together with aircraft refuelling services. The scope may also include de-fuelling, aircraft lubricants, hydraulic fluids and other petroleum products required by aircraft.

NAC is seeking an operator under a ten-year concession arrangement, with provision for a further five-year renewal period. The successful tenderer will be responsible for developing the leased areas and establishing the aviation-fuel facilities required to provide refuelling services at the three airports. This includes the design and layout of the facilities, bulk fuel storage and dispensing equipment. The operator will also be required to determine aviation-fuel demand and appropriate supply capacity at each airport, and to provide the necessary safety management, testing, certification, record-keeping, risk-management and quality-assurance procedures. Facilities must comply with Namibia’s environmental legislation and applicable aviation-fuel storage, handling and dispensing requirements, including IATA and ICAO standards and SABS 089 or the Namibian equivalent.

The fuel sites identified by NAC comprise 8,480.47 m² at Walvis Bay International Airport, 588 m² at Lüderitz Airport and 461.40 m² at Katima Mulilo Airport. Under the Build, Operate and Transfer arrangement, ownership of the airport land remains with NAC, and at the end of the ten-year lease period, improvements made to the sites are to transfer to NAC at no cost. The commercial schedule sets a minimum land rental of N$20 per square metre and a minimum throughput charge of 53 cents per litre of aviation fuel dispensed.

NAC said reliable aviation-fuel availability forms an important part of the operational environment for both scheduled and non-scheduled aircraft. Bidders are required to assess existing demand against supply capacity and develop commercially viable proposals for all three airports.

The compulsory pre-bid meeting covering the three airports is scheduled for 4 September 2026 at 10:00 at Walvis Bay International Airport. Bids close at 10:00 on 24 September 2026.
