Nigeria’s Sustainable Aviation Fuels feasibility study has identified co-processing at the existing Dangote Refinery and the potential development of an Alcohol-to-Jet facility using cassava residues as options for further assessment.
The study was developed under the International Civil Aviation Organization’s Assistance, Capacity-building and Training for Sustainable Aviation Fuels (ACT-SAF) programme. The work was funded by the European Union, with the European Union Aviation Safety Agency acting as implementing partner.
More than 50 Nigerian stakeholders and stakeholder groups representing parts of the potential SAF value chain contributed to the study, which was developed in accordance with ICAO’s SAF feasibility study methodology.
The study examines the potential for developing sustainable aviation fuel production in Nigeria and forms the basis for a National SAF Implementation Programme. It also sets out a technical knowledge enhancement programme intended to develop the capabilities required to support SAF production.
Among the options identified is the potential to use existing refining infrastructure for SAF co-processing at the Dangote Refinery. The study separately identifies cassava residues as a potential feedstock for an Alcohol-to-Jet production pathway.
These options have not been presented as approved commercial SAF projects. They are to undergo further assessment through an ICAO-supported Business Implementation Study, which will build on the findings of the feasibility work.
Nigeria formally received the feasibility study in Abuja on 20 July 2026. The handover coincided with the launch of the country’s Sustainable Aviation Fuel Implementation Programme and the start of the follow-up Business Implementation Study.
A National High-Level SAF Steering Committee has also been established to provide national coordination for the programme. The Nigeria Civil Aviation Authority is serving as the committee’s secretariat.
The NCAA published the feasibility study on 27 August 2026. The document was produced under the ICAO ACT-SAF Assistance Project for capacity building for sustainable aviation fuels eligible under the Carbon Offsetting and Reduction Scheme for International Aviation.
