The African Development Bank (AfDB) has issued a Request for Expressions of Interest (EoI) for consultancy services in relation to the Bishoftu International Airport Project in Ethiopia.
The project is being developed by Ethiopian Airlines Group as a new greenfield hub airport located 40km southeast of Addis Ababa. The initial phase is designed to accommodate 60 million passengers annually, with ultimate capacity expected to scale up to 110 million passengers at full development.
AfDB, acting as Initial Mandated Lead Arranger, is coordinating the lenders’ due diligence process and intends to appoint an independent consulting firm as Lenders’ Environmental and Social Advisor. The appointed firm will undertake an independent assessment of the environmental and social aspects of the project for the benefit of the lenders prior to decision making. The advisor will provide independent review, advisory, monitoring and reporting services to ensure compliance with lenders’ environmental and social policies and standards, reporting directly to AfDB while owing a duty of care to all participating lenders.
Eligibility, shortlisting and selection will be conducted in accordance with the African Development Bank’s Rules and Procedures for the Use of Consultants. A shortlist of six consulting firms will be established following evaluation of submissions. Firms will be assessed on general qualifications and experience, similar assignments, availability of skills within personnel and experience with multilateral development banks and development finance institutions. The minimum qualifying mark is 70 points, and selection at the Request for Proposal stage will follow the Quality and Cost Based Selection method.
Expressions of interest must be submitted by 27 February 2026 at 17:00 GMT and must reference the Bishoftu International Airport Project in Ethiopia.
