The Eswatini Civil Aviation Authority (ESWACAA) is seeking a consultant to conduct a baseline stakeholder engagement survey that will establish a benchmark for measuring stakeholder perceptions, needs and engagement with the authority.
The assignment is intended to give ESWACAA a clearer view of current stakeholder needs, interests and engagement levels, while identifying gaps between its present and desired levels of engagement. The resulting baseline will be used to measure future progress and inform targeted stakeholder engagement plans.
ESWACAA's mandate covers three areas of the country's aviation system: regulation of the aviation industry, airport operations and the provision of air navigation services. The survey is expected to gather perceptions, expectations and feedback from key stakeholders across the authority's operating environment.
Among the objectives is an assessment of how well stakeholders understand ESWACAA's mission, goals and activities. The authority also wants to gauge satisfaction with its current level of engagement, including the impact of its communication and visibility, and identify stakeholder priorities, concerns and suggestions for improving its effectiveness, impact and brand image.
Proposals must be submitted to the ESWACAA Main Reception at Matsapha Airport by 12:00 on 3 September 2026.
