Ravinala Airports has launched a call for expressions of interest to identify investors, contractors and operators for new cargo terminals at Antananarivo International Airport and Nosy Be International Airport in Madagascar.
The facilities are planned under a Build-Operate-Transfer (BOT) model, with the selected partner or partners expected to finance, construct, operate, maintain and develop the terminals before transferring them to Ravinala Airports or the Malagasy concessioning authority at the end of the agreed operating period.
At Antananarivo International Airport, the first phase of the proposed cargo terminal is expected to cover 13,000m², including at least 2,000m² of office space. Ravinala Airports has set a target handling capacity of up to 110,000 tonnes of cargo annually by 2044.
The proposed site is in the area known as the “doubles tonneaux”, on the first aeronautical frontage, although Ravinala Airports has made clear that the location remains indicative and may change during the process because of operational, regulatory, land or other requirements.
Development of the Antananarivo facility is expected to be phased in line with traffic growth and volumes handled. Candidates will be responsible for conducting their own traffic and market studies when preparing their offers during the subsequent project phase.
At Nosy Be International Airport, the proposed cargo terminal will cover between 1,000 m² and 2,000 m², with its final scale to be adapted to the development of traffic and cargo volumes.
The scope at both airports includes the financing and construction of the new facilities, followed by their operation and maintenance. The terminals are expected to include cargo-handling infrastructure and equipment such as cold rooms and lifting equipment, while operating in accordance with airport safety and security requirements.
Ravinala Airports said the projects are intended to support the modernisation of its airport infrastructure as air traffic, and cargo traffic in particular, develops. Under the concession arrangements governing Antananarivo and Nosy Be airports, cargo activity forms part of the aeronautical services conceded to Ravinala Airports.
Companies or consortia seeking pre-selection must demonstrate at least ten years of experience in infrastructure investment and construction as well as logistics operations, particularly in the air cargo sector. Experience in Madagascar or elsewhere in Africa will be considered an advantage.
Candidates are also expected to demonstrate experience with similar projects completed during the previous ten years, together with capabilities in cargo-terminal digitalisation, innovation and automation.
The current process is a pre-selection stage. Shortlisted candidates will subsequently be invited to participate in a call for projects, which Ravinala Airports provisionally expects to launch in mid-December 2026. The call for expressions of interest opened on 22 August 2026 and closes on 17 November 2026 at 12:00 UTC+3.
