The Government of Madagascar has issued a call for expressions of interest to appoint a consulting firm to develop a strategic plan for Airports of Madagascar (ADEMA) covering 2026 to 2035. The assignment forms part of the Multimodal Transport and Logistics Project (PTML), financed by the World Bank.
The selected consultant will assess ADEMA’s current operations, financial position, and organisational structure, while evaluating long-term viability, including business model sustainability and risk. The scope also includes developing an operational roadmap, governance recommendations, and a detailed implementation and monitoring framework.
Firms must demonstrate relevant experience in airport and civil aviation development over the past ten years, including air traffic forecasting, infrastructure assessment, financial analysis, and strategic planning.
The assignment is positioned as a key step in strengthening Madagascar’s airport sector and aligning it with broader national transport and logistics development objectives.
