Cabo Verde Airlines Guarantee Linked to ATR 72-600 Lease Commitments

The Government of Cabo Verde has clarified that the US$6 million guarantee authorised for Cabo Verde Airlines does not constitute new financing or a capital injection into the airline.

According to the government, the guarantee is a mandatory contractual requirement linked to the two ATR 72-600 aircraft acquired in 2025. The aircraft were contracted in January 2025 as part of a broader initiative to provide Cabo Verde Airlines with the operational capacity needed to maintain national air connectivity.

The government stated that, under the terms of the operational lease, the State is required to issue the guarantee by July 2026. The measure is therefore intended to ensure compliance with existing contractual obligations rather than provide additional funding to the company.

Failure to issue the guarantee immediately would place Cabo Verde Airlines in breach of contract, according to the government. This could result in the immediate withdrawal of the aircraft from service and the suspension of inter-island flights.

The government reiterated that the guarantee is linked solely to an existing contractual operation and is aimed at protecting the continuity of domestic air transport. It does not involve the transfer of new financial resources to Cabo Verde Airlines.
