Ghana Opens Market Sounding for Strategic Partner to Establish New National Airline

The Government of Ghana has opened a market sounding process to engage qualified aviation investors for the establishment of a new national airline anchored in Accra.

The Government of Ghana has opened a formal market sounding process to identify a strategic investor for the establishment of a new national airline.

The process is being led by the Task Force for the Establishment of a National Airline, under the oversight of Ghana’s Ministry of Transport. The government is inviting qualified aviation investors and airline-linked entities to begin engagement with the state as part of a structured process expected to lead to the selection of a strategic partner.

According to the invitation, the proposed national airline is intended to be developed as a commercially viable, internationally competitive and sustainable carrier. The airline will be anchored in Accra and positioned to support both regional and intercontinental connectivity.

The Ministry of Transport has indicated that the engagement process will be conducted through three rounds of interaction with prospective partners. These rounds are expected to inform the eventual selection of a qualified strategic investor.

As a minimum requirement, prospective strategic partners must be an airline already in operation, a subsidiary of an airline, or an entity or consortium duly authorised by an operating airline. Interested parties are also expected to demonstrate expertise in airline operations, management and marketing, as well as route planning and network development experience.

The Government of Ghana has further stated that proponents, or their parent companies, must have a history of regulatory compliance. They must also be able to demonstrate a strategy and business plan capable of achieving the objectives set out by the government, together with the financial strength required to support the establishment and operation of the airline.

In selecting the preferred strategic partner, Ghana expects the partner to hold the majority equity stake in the new joint venture corporate entity that will be established to operate the airline.

The government is seeking a partner capable of operating a full-service carrier model, including premium long-haul services to Europe, North America, the Middle East, Asia and other identified routes. The partner should also be able to support a hybrid or low-cost carrier model for regional routes, with the objective of promoting competitive fares and regional integration.

The proposed structure also includes an integrated cargo unit to support trade and logistics. Fleet acquisition, supply and deployment will form part of the scope, with operating equipment expected to be in place in the short term, not later than the first quarter of 2027, as well as over the medium and long term.

Interested parties are required to submit requests headed “Request for Inclusion in the Investor Engagement Rounds: Establishment of a National Airline for Ghana”. Submissions must include the company name, a short overview and relevant experience of the proponent, parent company or authorising airline, as well as a preliminary overview of the proponent’s expectations in its relationship with the Government of Ghana and an indicative highlight of its business plan.

The Government of Ghana has stated that it reserves the right to accept or reject any request for inclusion and will not be liable to any party for its decision to include or exclude any prospective investor.

Submissions must be made by email or hard copy to the Secretariat of the Task Force for the Establishment of a National Airline at the Ministry of Transport in Accra, Ghana, no later than 29 May 2026.
