Pursuant to the provisions of the Civil Aviation Act (Cap. 394) and the Civil Aviation (Licensing of Air Services) Regulations, 2018 (Regulation 28), notice has been given that the Kenya Civil Aviation Authority has made decisions on applications for air service licences whose particulars were previously published in Kenya Gazette Notice No. 18314 of 11th December, 2025.
The decisions, specified alongside the particulars of each application, reflect approvals, variations, and renewals across a broad range of operators covering international and domestic scheduled and non-scheduled air services, cargo operations, aerial work services, and flying instruction activities.
Among the international non-scheduled air service approvals, European Cargo Limited has been granted a licence for one year with effect from 29th January 2026, to operate cargo services on the Cardiff–Nairobi–Cardiff route with three flights per week using A346 aircraft based at Cardiff Airport, United Kingdom. Smartwings Hungary KFT has similarly received a one-year licence effective 29th January 2026, for inclusive tour charters on the Budapest–Hurghada–Mombasa–Hurghada–Budapest route, operating B737 MAX 8 and B737-800 aircraft, without traffic rights between Hurghada and Mombasa vice versa. Miracle Experience Tanzania Limited has been granted a one-year licence for international non-scheduled passenger and cargo services between designated entry and exit points in Tanzania and Kenya using C208 aircraft.
A number of operators received variations to existing licences. Fly Mode Flight Centre Limited and Jubba Airways Limited have both been granted variations to include aircraft type B737, while Transafrican Air Limited has been authorised to include aircraft type E120. AirKenya Express Limited and Safarilink Aviation Limited have received variations to expand international scheduled routes, including multiple connections between Wilson Airport and destinations such as Arusha, Dar es Salaam, Kilimanjaro, Mwanza, Zanzibar, and Entebbe.
Africa Eco-Adventures Limited has been granted a variation to include additional operation bases at Amboseli National Park, Tsavo East National Park, Tsavo West National Park, and Meru National Park.
Several operators have been granted new licences for scheduled and non-scheduled operations. Daallo Airlines (Kenya) Limited has been granted a one-year licence effective 29th January, 2026, covering international scheduled services on routes linking Nairobi with Mogadishu, Hargeisa, Dubai, Jeddah, Garowe, as well as domestic scheduled services between JKIA and Mombasa, Kisumu, and Eldoret, in addition to non-scheduled operations. Bluebird Aviation Limited has received a one-year licence for international and domestic scheduled services linking JKIA and Wilson Airport with destinations including Mogadishu, Entebbe, Kigali, Arusha, Zanzibar, and multiple domestic points.
Twinstar Aviation Limited has been granted a combination of three-year and one-year licences covering international and domestic non-scheduled operations, as well as aerial work services including patrol, observation, surveys, and parachute operations, using a wide range of aircraft types including BE9L, B190, SF34, C210, C208, B737, B777 and C680.
Capital Connect Aviation Supplies Limited has been granted licences for international and domestic non-scheduled services and flying instruction, while Advantage Air Travel Limited has secured approval for cargo operations using F27 MK050, CRJ2, ATR42 and ATR72 aircraft. Hamco Aviation Limited and Muhwai Limited have both been granted licences covering domestic non-scheduled services, emergency medical services, and aerial work operations.
Training and specialised service providers have also been approved. West Rift Aviation Limited and Flight Training Centre Limited have been granted three-year licences for flying instructions, while Mt. Kenya Flight School Limited has received approvals covering flying instruction, aerial work services, and non-scheduled operations.
In the scheduled airline segment, SAC (K) Limited has been granted approvals for international passenger, cargo, and mail services on an extensive network including Entebbe, Goma, Addis Ababa, Dar es Salaam, Zanzibar, Kilimanjaro, Mwanza, Kigali, Juba, Bujumbura, Johannesburg, Djibouti, Moroni, Khartoum, Cairo, Jeddah, and Jakarta, using B727 and B737 aircraft. Jetways Airlines Limited, Seven Four Eight Air Services (K) Limited, Penial Air Limited, Buffair Services Limited, and Jambojet Limited have also received licences covering combinations of international and domestic scheduled and non-scheduled operations, with varying validity periods.
Additional approvals include DragonFly Aviation Limited, which has been granted a one-year licence for international scheduled operations across multiple African destinations, albeit without aircraft type ATR72, and several operators, including Ensign Group Limited, Facil Airlines Limited, Ebblink Aviation Limited, Volare Aviation E.A Limited, Nexen Air Limited, Poriny Air Service Limited, and Fajr Airlines Limited, all granted one-year licences for international and domestic non-scheduled air services.
Specialised operations are also reflected in the approvals. Happy Elephant Experience Limited has been granted a one-year licence for domestic non-scheduled passenger services using hot air balloons in the Masai Mara National Reserve, while Ramani Geosystems Limited has received a combination of three-year and one-year licences covering aerial photography, surveys, and non-scheduled operations.
Jetafric Airways Limited has been granted a one-year licence effective 29th January 2026, for international non-scheduled services and domestic scheduled operations linking JKIA with Kisumu, Eldoret, and Mombasa using DHC8 aircraft.
Overall, the decisions demonstrate a continued expansion and diversification of Kenya’s air service landscape, encompassing international connectivity, domestic network growth, cargo operations, aerial work services, and aviation training, under the regulatory framework of the Civil Aviation Act and associated licensing regulations.
