NCAA, NAICOM Sign MoU to Strengthen Aviation Insurance Oversight

The Nigeria Civil Aviation Authority and the National Insurance Commission have signed a memorandum of understanding on regulatory oversight of aviation insurance compliance, covering the adequacy of policies procured by operators under the Nigeria Civil Aviation Regulations 2023.

The Nigeria Civil Aviation Authority (NCAA) and the National Insurance Commission (NAICOM) signed a Memorandum of Understanding (MoU) on 9 September 2026 in Abuja to strengthen regulatory oversight of aviation insurance compliance in Nigeria.

The agreement was signed by NCAA Director General of Civil Aviation Capt. Chris Najomo and NAICOM Commissioner for Insurance Olusegun Ayo Omosehin.

Najomo said the agreement built on the long-standing collaboration between the two regulatory institutions, particularly in assessing the adequacy and viability of insurance policies procured by aviation operators in accordance with the Nigeria Civil Aviation Regulations (Nig. CARs), 2023.

He said that while aviation is recognised globally as one of the safest modes of transportation, it is also exposed to high-impact operational risks, making effective insurance coverage important to aviation safety, financial resilience, regulatory compliance and the protection of passengers and other stakeholders.

Najomo also acknowledged the work of the Joint Technical Committee (JTC) in developing the MoU and said its implementation was expected to improve insurance compliance and regulatory oversight.

Omosehin said the agreement would strengthen the safety, integrity and resilience of Nigeria’s aviation sector.

He said aviation insurance was not only a regulatory requirement but also an important risk-management mechanism for protecting lives, property, businesses and the wider economy against aviation-related losses.

NCAA Director of Air Transport Regulation Mrs Olayinka Babaoye-Iriobe said aviation insurance was important to the safety, stability and sustainability of the industry.

She reaffirmed the NCAA’s commitment to ensuring that appropriate insurance arrangements are maintained to protect passengers, operators, third parties, cargo and other interests against liabilities arising from aviation operations.

Representatives of the Minister, the Nigerian Insurers Association (NIA), Nigerian Council of Registered Insurance Brokers (NCRIB), Airline Operators of Nigeria (AON) and Aviation Ground Handlers Association of Nigeria (AGHAN) attended the signing.
