Airports of Mauritius Co. Ltd has issued an international Request for Bids for works under Component 1 of the Rodrigues Airport Project, covering the construction of a new runway and associated airside and operational infrastructure at Plaine Corail Airport in Rodrigues.
The tender follows financing secured by the Ministry of Finance from the World Bank, together with a grant from the European Union, towards the construction of a new runway and related facilities at Plaine Corail Airport. Payments under the contract will be made using the World Bank’s Direct Payment disbursement method in accordance with its Investment Project Financing guidelines.
The works include the construction of a new 2,100 metre long and 45 metre wide asphalt runway designed for Airbus A321neo type aircraft or equivalent, including shoulders and turn pads. New Code C taxiways will link the existing runway to the new runway, alongside the rehabilitation and strengthening of sections of the existing runway for taxiway use and the widening of the existing taxiway leading to the current apron.
The scope also provides for the construction of three new aircraft parking stands with connecting taxiways, an isolated apron, and associated stormwater drainage systems. Airfield systems covered under the contract include airfield ground lighting, control systems, surface markings, illuminated signage, apron floodlighting, ground power units, and navigation aids including NDB and PAPI systems, with provision for potential relocation of VSAT infrastructure.
In addition to airside works, the tender includes the construction of a new control tower with associated ancillary facilities, mechanical and electrical installations, access roads, parking areas, and full CNS equipment. A new rescue and fire fighting station forms part of the package, together with supporting infrastructure such as a boat house and sea rescue facilities, a meteorological station, incinerator, quarantine facilities and power centres.
The contract further covers the development of new terminal parking areas, perimeter and service roads, fencing, security control posts, and access roads. New utility networks for electrical power, water, sewerage and telecommunications are included, together with a wastewater treatment plant to serve the new control tower, rescue and fire fighting station and associated buildings.
Procurement is being conducted through an international competitive bidding process using a two-envelope Request for Bids procedure, without prequalification, in accordance with the World Bank’s Procurement Regulations for Investment Project Financing. Bids will be evaluated on the basis of technical and non-price criteria and bid cost, with respective weightings of 70 percent and 30 percent.
Bid submissions are due by 8 April 2026, with technical proposals scheduled for public opening on the same day at Airports of Mauritius Co. Ltd. Financial proposals will remain sealed until the second public bid opening.
