The Government of Mauritius has approved the dismantling of Airport Holdings Ltd (AHL), with the country’s aviation and airport operations to be reorganised into two separate groups led by Air Mauritius Ltd and Airports of Mauritius Co. Ltd.
The decision, taken at a Cabinet meeting on 30 October 2026, will separate airline and aviation-related activities from airport infrastructure and operations, replacing the existing holding company structure with two operational groups.
Under the approved arrangement, Air Mauritius will lead the Aviation Group, which will encompass airline operations, aviation support services, aviation training, ground handling and related activities. The airline’s responsibilities under the new structure will consequently extend beyond scheduled air transport to include a broader range of aviation services.
Airports of Mauritius Co. Ltd (AML) will head the Airport Operations Group, taking responsibility for airport infrastructure and operations, the management of Rodrigues airport, private jet terminal activities and associated services.
Cabinet also approved a separate ownership arrangement for Airport of Rodrigues Ltd, the company responsible for operating Plaine-Corail Airport. The company will be held directly by the Mauritian Government, taking account of the airport’s strategic importance and the development of its new runway.
The Cabinet decision follows an announcement by Prime Minister Dr Navin Ramgoolam in the National Assembly on 27 October that the government was considering dismantling AHL and had already initiated measures towards reorganising the holding company.
The Prime Minister’s parliamentary remarks also addressed the position of Air Mauritius, which remains in a financial recovery phase following its exit from voluntary administration. He indicated that any consideration of relisting the airline on the Stock Exchange of Mauritius would follow the stabilisation of its financial position.
The Cabinet announcement did not specify an implementation timetable, the legal mechanisms for dismantling AHL or the allocation of individual subsidiaries between the two groups. Details of the associated transfer of assets, liabilities and existing corporate obligations were also not provided.
