Department Moves to Expedite Amendments Affecting South Africa’s 12-Year Aircraft Rule

The Department of Transport has indicated that it will expedite the outstanding 33rd and 36th Civil Aviation Regulation amendments, with the 36th Amendment addressing Parts 91 and 43 and Appendix 3 linked to South Africa’s 12-year engine rule.

The South African Department of Transport has indicated that it will expedite the outstanding 33rd and 36th amendments to the Civil Aviation Regulations following a meeting with the Commercial Aviation Association of Southern Africa (CAASA).

According to a media release issued by the AIC 18.19 Task Team on 6 August 2026, the Department advised that the remaining promulgation process was expected to be concluded within approximately two weeks, after which the amendments would be submitted to the Minister of Transport for signature.

Of particular relevance to General Aviation is the 36th Amendment, which includes changes relating to Parts 91 and 43 and the implementation of Appendix 3.

The industry organisations involved are awaiting formal written confirmation of the commitments made during the meeting. In the interim, industry participants have been encouraged to continue preparing for implementation in consultation with their Approved Maintenance Organisations.
