With the conclusion of the 11th edition of Africa-Indian Ocean Aviation Week (AFI Aviation Week 2026), Dr Sameh El-Hefny, Minister of Civil Aviation, witnessed the signing ceremony of a memorandum of understanding between the Egyptian Civil Aviation Authority and the Liberia Civil Aviation Authority. This forms part of the Egyptian state’s direction to expand areas of cooperation with African countries and strengthen the exchange of expertise and capacity-building in the civil aviation sector.
Captain Sameh Fawzy, President of the Egyptian Civil Aviation Authority, and Mr Julius D. Dennis, Jr., Director General of the Liberia Civil Aviation Authority, signed the memorandum of understanding. It aims to establish an institutional framework for providing technical support to the Liberian side in several areas of air transport, alongside the delivery of specialised training programmes and the transfer of Egyptian expertise, contributing to the development of human resources in accordance with the standards and recommended practices of the International Civil Aviation Organisation (ICAO).
Dr Sameh El-Hefny, Minister of Civil Aviation, confirmed that the signing of the memorandum of understanding continues the aviation sector’s efforts to strengthen cooperation with African countries. He stressed the importance of transferring expertise and exchanging knowledge as a fundamental pillar for supporting sustainable development in the civil aviation sector and strengthening integration among the continent’s countries.
El-Hefny added that Egyptian expertise across various civil aviation activities is receiving growing confidence at the African level, reflected in the increasing number of technical partnerships with several countries. This supports efforts to develop the air transport sector and strengthens Egypt’s position as a leading regional centre for civil aviation. The signing of the memorandum of understanding during Africa-Indian Ocean Aviation Week confirms the conference’s success in strengthening opportunities for cooperation among African countries and opening new prospects for technical partnerships serving the future of the continent’s civil aviation industry.
