Seven Consortia Pre-Qualify for Hurghada International Airport PPP Tender

Seven consortia have been pre-qualified to proceed to the next stage of the tender process for the management, operation and development of Hurghada International Airport under a public-private partnership model.

Egypt’s Ministry of Civil Aviation said the pre-qualification followed an assessment of applications submitted in response to the project’s Request for Qualification.

A total of 10 consortia applied to participate in the process. Following an evaluation of the qualification applications and supporting documents against the requirements set out in the RFQ, seven were selected to advance to the next stage.

The latest position was reviewed during a meeting between the Ministry of Civil Aviation and the International Finance Corporation, the private-sector development arm of the World Bank Group, held on the sidelines of the El Alamein International Aviation and Space Exhibition 2026.

The Ministry said the project forms part of Egypt’s programme to develop its civil aviation system, improve passenger services and enhance the travel experience.

It said private-sector participation and the use of specialised international expertise are intended to improve operational efficiency and support the development of airport infrastructure and services.

The Ministry also stressed that the PPP structure would preserve state ownership of the airport’s assets and sovereignty over the facility.

The IFC is providing technical and advisory support for the project, drawing on its experience in preparing and implementing public-private partnership transactions.

The seven qualified consortia are now being notified of the next stages of the procurement process. These are expected to include the issue of Requests for Proposals, together with the timetable and procedures for submitting bids.

The Ministry said the detailed timetable will be determined during the next phase of the tender process.
